The Ministry of Justice Technical Note 5/2017 cites Article 2, IX of Law 1.521/51, which criminalises obtaining illicit gains from many people through chains, snowball or pyramid-style schemes, and the Consumer Code as a basis for investigating them. The note flags promises of quick guaranteed returns, reliance on recruitment for earnings and no information on risks as warning signs. Under Article 49 of the Consumer Code, a consumer can withdraw within 7 days from a purchase made outside a physical shop, such as online, by phone or at home, with a full refund (summary of Consumer Code article 49). The software can store the order, delivery and withdrawal dates, the refund and the commission reversed.

The General Data Protection Law (LGPD), supervised by the ANPD, covers how you collect and store members' personal data. Fines can reach 2% of revenue in Brazil, capped at BRL 50 million per infraction (Mattos Filho note on LGPD sanctions).
