We did find that Egypt's Dar Al-Ifta ruled in early 2012 that network marketing such as QNet is forbidden under Islam, saying it lacks proper legal and financial supervision (Ahram Online report). That is a religious ruling, not a statute, and it is old. Egypt also has a Consumer Protection Law (Law 181 of 2018).
